The song's called 'Broken Record', so he duly uses a recycled riff. This record's a return to jazz forms, so to me he's saying "here's a familiar 'head' (from H.S. - from the jazz record with Georgie Fame) to kick things off and to show my intention on this album".
He frequently 'recycles' lyrical ideas and musical phrases, and often specifically references his existing songs. See Celtic Swing, Celtic New Year, Caledonian Swing, etc., the Going Down To ... series of tunes, Meet Me In That Indian Summer (2002) followed by Celtic New Year's "I want to see you in that Indian summer" lyric (2005), to take just a few examples. I see this as self-referential, reflective writing and I would simply call it honest. (I just realised Start All Over Again from this new record is quite reminiscent of the groove of Close Enough For Jazz as well! I suppose it's in the eye of the beholder what is 'lazy retreading' and what is 'inspired self-reference'.)
The last thing I would say is that he's trying to hawk old ideas without people noticing: rather, I'd like to think he would appreciate people getting the cross references and listening intently to his output, especially in his more recent work, and that he's putting these things in for the careful listener and to amuse or entertain himself. I personally think his latest run of records is glorious and a return to the creativity of the early 2000s albums (Down The Road, Magic Time, etc.) after the Duets album and redo of Astral Weeks, etc., but to each their own.
