Tom spoke about Home during the Highway Companion sessions in the book, "Conversations with Tom Petty" (2005):

"Yeah, I like the song. I don’t know if it’s as deep as the other ones. And [Jeff] made a great record of it. Maybe it will make the cut, I don’t know. The only reason it wouldn’t make the cut is because I’m trying to police myself on the length of the album. I was very vocal with everybody that I only wanted to do twelve."

Love the flat horizon and cover theme. " beneath this big sky DOME." Reguardless the only one artist holding the last true sound of music in the heart that captured the masses to virtually EVERYBODY, was lost. Rock's gonna fade out unless this now " buisness of music" again starts signing bands for souly just a particular sound, and instead scope out an actual group with soul who drives a simple meaning and gets people to once again actually listen to music and then meaning and purpose will return to the scene before your very ears. Otherwise it is just syncronized pattern of sound and rythm structured noise, anyway RIP tom, you stuck by not backing down, finishing the last tour date right there to.... "Home" ✌😢

I can only assume it is because the song wasn't finished when it was set to release. For example, they don't make it to mixing with the rest of the tracks for the CD edition because they were recorded later. Anyway, on Mojo, they released the album but were not able to put "Little Girl Blues" on because it wasn't finished in time to go on the CD, but easily finished in time to be uploaded for sale on iTunes, so it was deemed an exclusive track for iTunes only. Rock on. :)

Damn....why didn't he put this on the regular release of "Highway Companion"? Now I gotta shell out $30 or whatever and get the 'expanded' version.
