First of all, it is because the artist has more creativity and strive to be great at that time, productions etc. Second the substance is more relatable to individuals who are going Threw certain situations in life. And if you understood how the underground movement works it takes longer for ppl to go famous simply because they don't put things out for your average joe to listen and sometimes they prefer to wait like tory did for a long time.

A lot of artist such as tory lanez and partynextdoor for example had a huge underground following for years simply because they didn't want to go main stream yet, they waited to build a major following. Regular minded people are not ready for Eli, Bryson was underground for maybe half a year because he wanted to go mainstream i was shocked! all of those artist I mentioned had a choice to go mainstream.
