I have it too - I suppose it's because this song never appeared on an album. I bought my copy when I lived in Germany, but I suppose it never made it here in the USA.

Disco? Paul? Really?....wow
It sounds like disco, but this song came out in 1989/90, when term "disco" was no longer being used - I suppose you could call it dance music but it still sounds like disco to me. And yes, Paul had done disco before - remember Silly Love Songs, Goodnight Tonight, and Coming Up? Also, Tug of War had a tune called "What's That You're Doing", Paul's other duet with Stevie Wonder.
This is electro-funk, not disco. And it's quite cool.
I've also seen it categorised as Funky House, the central idea being Funk or Funky. Although I haven't seen anything official about it, I think that when Paul sings "see the meter's moving" he's referencing the Meters, a notorious Funk band from the seventies.

I think Paul had to abort this project because it was very comercial music, like disco sound. And is good in this range of things.
