Here’s my interpretation! It seems to be comparing the voice of God (‘the One that to Elijah called’), that is ‘quiet as a candle and bright as the morning sun’ to the noisy, rage-filled people who wage war and build walls (sometimes in His name, which makes sense seeing as Maggie and Tyler come from the Bible Belt where cultural Christianity =/ a genuine love relationship with God). The second verse (‘through the fire and wind..’ on) is reminiscent of God revealing himself to Elijah not in the raging winds or burning fire but in the silence (‘in the silence..’ it’s probably not linked, but Constellations anyone?) and it referencing that to show that God is not with those people (it quite literally says ‘He was not within them’), just as he wasn’t in that storm. I think the chorus is speaking directly to God. Anyway, the last verse is the most important. They’re ‘shouting down the quiet Kingdom come, brushing at your fingers, hoping you’ll come around’. I take that to mean God and His kingdom, which is not rage-filled and loud but quiet and gentle (‘brushing at your fingers’). It ends with God not within them, but waiting for them to quiet their rage so that they can truly meet Him, in the quiet.

This group of kids is supposed to go on a retreat to the base of a volcano and come back to prove they can survive. Inside the volcano, the ice god Fadej is held prisoner. (The other gods wanted him to rule this planet and he didn't want to so they imprisoned him after a battle about it). If Fadej breaks out, the world will be destroyed. The kids going on the retreat have to kill him so he doesn't destroy the planet.

This Fadej didn't want to rule the world, but others wanted him to, he said no so they had a big fight and he was imprisoned.
And now there's a bunch of kids coming to kill him?
I'd be pretty pissed and want to destroy the whole world if someone tried tossing me into a role after I said no, and then imprison me for it.

I think it refers to religious zealots, or to zealotry as a concept. The reason I say that is... Well, this song, and the EP as a whole, is about moving away from religious fundamentalism that discriminates, and toward an understanding of God that's greater than our petty differences. This song is about someone seeking God in religious fundamentalism, but being unable to find Him. There's all kinds of complicated stuff going on here (I did a lengthy analysis in response to another comment), but basically: The narrator wants to be spoken to "in a voice so small... quiet as a candle." But "though the fire and wind/shattered down the hill with a rage unbent/and a fear that shook the firmament/He was not within them." It's especially important that the line "and a fear that shook the firmament" is followed directly by "He was not within them." And in the song Torches, fear is shown as the very thing that inspires zealotry and turns us against one another: "I've got a terror I can't shake/pushin' down on my lungs, pushin' down on my lungs, pushin' down on my lungs/it's got me lyin' there awake/with my hand on a gun while turning shadows into shapes." So the EP characterizes fear as a bad thing that divides us, something that doesn't have anything to do with God.

Don't feel bad if you're having trouble getting it; this is the most complicated song-writing I've ever seen in my life. Analyzing literature is a skill that... Well, there's some natural talent involved (and even that has a lot to do with how invested you are), but most of it has to do with learning what to look for ( if it's something you're interested in pursuing, Thomas C. Foster's "How to Read Literature Like a Professor" is a wonderful starting point). I'm a trained English major, and this still gave me trouble. I didn't fully grasp it until I learned that Torches is meant to be about nationalism and zealotry. Since all the songs on Notos are thematically related, that made me recontextualize the whole EP, and even then... I kept picking up subtleties.

However, in the song "Dear Wormwood" 'you' is Satan

@Raven_Dell , remember that that's from a different album; the Dear Wormwood album. This is important because the themes of the two albums are totally different. The Notos album talks about religion, while Dear Wormwood talks about - from what I can gather - love and abusive relationships. Dear Wormwood the song and a following song "Thus Always to Tyrants" makes a lot more sense since they're meant to fit under the same umbrella. Dear Wormwood's theme is totally different to On the Mountain Tall's, and Notos in general.
