Maybe you didn't notice a few things. The giant W in flashing lights. The clean pressed shirt and vest, the new hat and polished boots. The leather bling guitar. His image is highly manicured.
It may not be the same image as today, nor is it the matching pastel suits with embroidered flowers, and short back and sides of mainstream country of the era, but every inch of Waylon's image was thoughtfully manicured.
