This one is about a council of people who have died and their stories.
The man in this song, Daniel, stole drugs and money from a dealer and got gunned down for it. His friend Zack, the protagonist of "Fading Memories", selfishly told him to do it because he wanted to get his fix of drugs and expresses his regret in that song. He is also the brother of Jarred, the soldier from the song "Brothers in Arms"

@Jules Zotta Zack actually convinced this guy to do it. The chorus of Fading Memories, "My selfish lies caused the end of his life". He Zack didn't do anything. He had this guy do the work which is why Zack feels so guilty.

@CamMack44 Do we actually know he is getting rid of them and not just reselling them himself?  Not doubting it, just didn't see any reason to believe he was doing it for a noble purpose.  I always took it he knew he couldn't live up to his brother so he was trying to make a name for himself as a criminal and that he just stole from other criminals.  I also thought the guy from Fading Memories was high and missed helping him because of it and that is why he died.

@Nathanael Ginn Well I don't know for certain, but he was trying to make his dad proud of him, so why would he sell drugs and make his dad think worse of him?

+CamMack44 Possibly cause he would be making good money and his dad wouldn't know where the money came from? The line "I'll be on top of the world" and "be invincible" could indicate he is on some drugs himself. :/
