It's hinted Eagle here was the first guy that betrayed Lorelei and is why she lures others and lovers to the rocks she lived on and push them off it to their deaths and now he's trying to find her to redeem himself but he's cursed to push away others to their suicide deaths. The guy at the end drinking was already suicidal that's why he welcome Eagle's singing and could finally jump with a smile.

I believe the passengers are reacting like that because Lorelei is a siren that lures sailors to their deaths by singing to them.  She became that way by committing suicide.  So, the passengers are committing suicide because Eagle-Eye is singing to them (ie: the siren).

My take on it is that he's looking for Lorelei ....he's singing to her as an attempt to reach out to her while he flies above her not being able to find her. The passengers represent others who were successful in finding their "Lorelei" hence why they leap right before they cover their ears as if to prepare the fall into the dangers it brings and the natural defense to all of it.. which leaves him still wanting.
