Wow, where has this gem been hiding? This warrants a good delve into Al Stewart's back catalog. Such an underrated talent. Alan Parsons saw something in him all those years ago..

It´s not a reference to Peter White. Peter is the late Peter Wood who was
Al´s keyboard player and writer of the intro of YOTC. Also it is a song about
the tsar with the same name.

That's what I assumed too but it turns out to be Peter I (Peter the Great) - (1672-1725) Tsar from 1682, Emperor from 1721.
Wonderful song, on a wonderful piece of animation. Clearly a reference to Al's guitar player and old accomplice, Peter White!
