Sounds like an Oasis song to me... found it, 'The Importance of Being Idle' check it out. Very very similar melody. If not directly stolen. Listen to the guitar in the background, before the distortion kicks in. The tempo and the overall feel is very simliar aswell.

So supposedly this song got it's name from being recorded in Algiers, LA (suburb of New Orleans) where I was living at the time. Video does not give one glimpse of Chubbies Fried Chicken, The Dry Dock, or the various daiquiri stores where one can get pickled with a Tulane & Broad at all hours. To much to ask for a shout-out?
